The right time for change

Like most CCGs, Sheffield faces challenges in commissioning and provision of MSK services resulting from an ageing population at a time of finite resources.

The solution

In February 2013 Sheffield CCG asked COBIC and Better Value Healthcare to undertake a business case for change to challenge the existing commissioning approach. The resulting report included financial, clinical and cultural factors. It was developed from action learning sets with clinicians, meetings with key stakeholders and CCG managers and data analysis. We also drew on examples of service transformation from across the world.

The results so far

The business case for change stressed the need for organisational development to achieve the necessary transformational change. We recommended that Sheffield CCG should undertake two simultaneous pieces of work:

  •  A cultural shift away from adversarial relationship between providers and commissioners
  • A programme of work to bring together commissioners and providers to work together to deliver the outcomes patient’s want – whilst recognising the commercial realities of reduced overall spend.
