Cobic is an independent organisation offering specialist consultancy, products and technical solutions to health and care economies. We pioneered the development of capitated outcomes-based incentivised care (COBIC) in England. This way of contracting is becoming the new normal in the NHS, and acts as a catalyst to deliver truly person-centred care. COBIC are also leading the way in the development of Accountable Care Systems with our partners OptiMedis – who have more than 10 years experience of delivering Accountable Care systems in Germany, Belgium and the Netherlands. To meet the increasing demand here in the UK, where we are asked to support health and care systems prepare for and ultimately deliver Accountable Care, we have formed a new company – called OptiMedis-COBIC UK Ltd – you can read more about us here.

In terms of support for Outcomes, COBIC contracts, commissioning and care, COBIC continues to work with commissioners of health and care to turn the idea of outcomes-based care into practical reality. We work with providers to help them make the most of the new opportunities created by COBIC contracts. Having done this – and only this – since 2011, the Cobic team has built up significant experience and learning from all aspects of outcomes-based care, including: building the case for change; identifying the population and current services in scope; defining with local people the outcomes that matter; identifying indicators that can be used to monitor those outcomes; and designing contracts and incentives centred on the outcomes.

With providers, we translate commissioners’ aspirations into provider tactics and implementable programme plans, facilitate creation of new organisational alliances and redesigned care pathways, and consider the processes and outputs necessary to ultimately deliver to an outcomes-based contract.

We bring together a credible, experienced, problem solving, and politically aware team that understands the issues at national and local levels and can engage at operational, strategic and political levels within and beyond your health and care economy.

There’s little debate over what’s needed: more focus on prevention and early intervention; greater control and engagement by people over their own health and healthcare needs; and less fragmented services to support people live the lives they want to lead. The question of ‘how’ is largely left to local economies to figure out.
